Zaakkoppeling: ZGW, ingevuld in vijf velden
POST {basis-url}/zaken/api/v1/zaken
Authorization: Bearer ‹JWT›
Accept-Crs: EPSG:4326 Content-Crs: EPSG:4326
{
"bronorganisatie": "‹uw RSIN›",
"verantwoordelijkeOrganisatie":"‹uw RSIN›",
"zaaktype": "‹uw zaaktype-URL›",
"registratiedatum": "2026-08-30",
"startdatum": "2026-08-30",
"omschrijving": "Wmo-melding via WMO Digitaal",
"kenmerken": [ { "kenmerk": "‹zaak-id bij ons›", "bron": "wmodigitaal" } ]
}
Secret is write-only
Alleen StUF?
Wij spreken bewust uitsluitend ZGW.
- Zaakkoppeling invullen. Credential aanmaken in uw zaaksysteem, vijf velden invullen, koppeling op actief.
- Proefmelding. Eén testmelding end-to-end: uitnodiging, planning, zaak in uw systeem, regel in het auditregister.
- Live.
Integrating with WMO Digitaal
Joining is a form, not a project. This page describes the three integration surfaces precisely: signing in with your own Microsoft 365, the case handoff to your zaaksysteem over the ZGW APIs, and what deliberately never crosses the wire.
The moving parts, in one picture
WMO Digitaal runs the digital front of the Wmo application: the invitation, scheduling the interview (at home, at the town hall or by video) and the messages around it. Your own systems remain the system of record.
invitation by e-mail/SMS
staff portal · audit register
Microsoft 365 (sign-in)
1 · Sign-in
Staff sign in with their existing Microsoft 365 account. No passwords held by us, no app registration on your side.
2 · Case handoff
Every new application automatically becomes a case in your own system, over the national ZGW standard.
3 · Data minimisation
We send a reference, never personal data. What the case contains is determined and managed by your own system.
Sign-in: your own Microsoft 365
The staff portal accepts federated sign-ins for all 342 Dutch municipalities. The domain allow-list is taken from the official Register van Overheidsorganisaties — each municipality's official e-mail and website domains — and is maintained against that register. Sign-ins from outside it are refused.
- Your employee clicks "Sign in with Microsoft" and uses their normal work account — including the MFA and Conditional Access policies you already enforce.
- No configuration is needed on your side: no app registration, no granted permissions. We request only the standard identity (name, e-mail address).
- Signing in is not the same as access: what someone sees is decided by the per-municipality staff register — five roles (front office, client manager, process manager, auditor, audit manager). We set the register up with you at the start; your process manager passes changes on to us.
- E-mail and password also works, always with an emailed code as a second step; federation with another IdP of your own is open for discussion.
Case handoff: ZGW, five fields
Your process manager fills in the coupling in the portal (Inrichting → Koppeling zaaksysteem). From then on WMO Digitaal creates a case in your system for every new Wmo application, over the ZGW APIs (Zaakgericht Werken, the Common Ground standard). Nothing configured? Nothing changes — you simply work in the portal.
What you need
| Field | What it is | Example |
|---|---|---|
| Base URL | The root of your ZGW environment (e.g. Open Zaak) | https://openzaak.municipality.nl |
| Client id + secret | An application credential you create in your own system, scoped to creating cases | wmodigitaal |
| Zaaktype URL | The case type for the Wmo application, from your own catalogue | …/catalogi/api/v1/zaaktypen/‹uuid› |
| RSIN | The bronorganisatie the case is registered under | 001234567 |
Exactly what we send
One call per application, signed per the common ZGW convention (an HS256 JWT with your client id and secret):
POST {base-url}/zaken/api/v1/zaken
Authorization: Bearer ‹JWT›
Accept-Crs: EPSG:4326 Content-Crs: EPSG:4326
{
"bronorganisatie": "‹your RSIN›",
"verantwoordelijkeOrganisatie":"‹your RSIN›",
"zaaktype": "‹your zaaktype URL›",
"registratiedatum": "2026-08-30",
"startdatum": "2026-08-30",
"omschrijving": "Wmo-melding via WMO Digitaal",
"kenmerken": [ { "kenmerk": "‹our case id›", "bron": "wmodigitaal" } ]
}
No personal data
The message carries a reference id and dates — no name, no BSN, no address. We do not store those either; see the Trust Center.
The secret is write-only
Once saved, the client secret can never be read back — not in the portal, not through any API. Replacing it is entering a new one.
Your outage ≠ the citizen's outage
The case is created after the citizen's invitation is committed. If your system is briefly unreachable, the citizen notices nothing; the failed handoff is logged and flagged.
StUF only?
We deliberately speak only ZGW. If your suite still runs StUF-ZKN, the coupling goes through your own service bus/ESB (Enable-U, OpenTunnel and the like) translating ZGW to StUF — a configuration your vendor knows.
Roadmap Status changes (scheduled, interview held, closed) as status updates on the case, and guaranteed delivery with a queue and retries — both planned before the first production pilot.
Onboarding, step by step
- Introduction & data processing agreement. We set up your municipality and register your process manager in the staff register.
- Test the sign-in. Your process manager signs in with
Microsoft 365 at
wmodigitaal.nl/portaland tells us which colleagues get which role. - Configuration. Locations, interview rooms, client managers, working hours, appointment types and travel zones — all in the portal, without us in between.
- Fill in the case coupling. Create a credential in your system, fill in five fields, switch the coupling to active.
- Trial application. One test application end to end: invitation, scheduling, a case in your system, a line in the audit register.
- Live. From here the coupling is configuration you manage yourself.
What your staff and residents then see on screen, with screenshots, is in the guide for municipalities (in Dutch). We are happy to answer your technical team directly — get in touch. For security detail (encryption, data location, the audit chain, sub-processors) the Trust Center is the source; the full security annex comes with the data processing agreement.
